Wealthy foreign motorists 'owe £4 million in parking fines'

Foreign drivers cannot be pursued for parking fines.
The super rich owners of super cars have racked up super tickets - owing Westminster City Council more than £4 million.
Swanky supercars are often parked in bus lanes, on double yellow lines and in residents' bays, but the tickets placed on their cars often go unpaid and the authority does not have the power to trace vehicles overseas.
Now the council is calling for a change in law to allow it to give it access to foreign drivers' details, as it begins to name some of the cars flouting the law.
One £300,000 Rolls Royce Phantom has accumulated 18 tickets in the London area and not paid any of them - leaving the council £2,000 out of pocket.
Kieran Fitsall, of Westminster City Council, said: "The best thing that we can ask for is for the government to do something about this.
"It's not just Westminster that has a problem, it is right the way across the UK. We can't trace these vehicles and they are causing a problem."
The AA recently warned councils not to use green initiatives as an excuse to squeeze money out of motorists.
